In reality funds are needed for transpotation costs. The single most important thing that CT can do to reduce gas consumption is to eliminate traffic congestion. I95 needs to be 8 lanes between NY and New Haven and 6 lanes up to RI. The unused second right of way parallel to the Merritt needs to be developed into another parkway.
